Chief Robert P. Kochen began his career in law enforcement in August of 1988, and joined the Tarpon Springs Police Department in February of 1989.

During his tenure with the Tarpon Springs Police Department he has worked in the patrol division, detective division, vice and narcotics division, and has worked other assignments within the department. He was promoted to Sergeant in 1994 and was assigned to the patrol division. He was promoted to the position of Captain in 1999 and held positions as Captain of Operations for seven years and Captain of Administration for two years. In June of 2008 he was appointed as Acting Chief of Police to run the department during an interim period. After a two-year interim period as Acting Chief of Police, Chief Kochen was appointed as the permanent Chief of the department on July 6, 2010 by the City Manager and City Board of Commissioners.

Within the organization Chief Kochen stresses five core values - Integrity, Professionalism, Quality, Creativity, and Accountability. Living by these values are the key to our organizations success in reducing crime and enhancing the quality of life within our community. Chief Kochen values the sacrifice, dedication, and professionalism put forth by the men and women of the Tarpon Springs Police Department. He views them as the true backbone of the Agency and the key to the department's future success.

The Chief earned an Associate's degree from Nassau Community College in 1986, a Bachelor's degree from Tampa College in 1994, and a Master's degree in Business Administration from Tampa College in 1997. Chief Kochen is a graduate of the Southern Police Institute's prestigious 400 hour Command Officer Development Course, and the Florida Criminal Justice Executive Institutes 46th Chief's Executive Seminar. Chief Kochen has been through numerous training and educational courses throughout his career, and has the philosophy that one can never stop learning.

Chief Kochen is originally from Nassau County New York, and has been a resident of Florida since 1987. He is married and has a son and daughter.
